Meeting was called to order by Vice President Betsy at 7:00 p.m. Attendants signed attendance form. 23 people were in attendance.

A motion to approve the June 6, 2023, Association meeting minutes was made.

Ed presented the Treasurer report, collecting $55.00 for May 2023. Currently the total amount of funds donated is $1,767.69. Association fees are currently voluntary and are encouraged at meetings.

City of Clearwater:

Lt. Wannos addressed the initiative with CSX was postponed and will continue to follow up on resolution regarding safety, homelessness, and fencing in those areas. Officer Lauren Josey will be filling Officer Hoxie’s position solely at this time.

Ural and Maleah with Ross Norton Recreation provided information on the upcoming events including summer camp, swim lessons, JV basketball league, back to school and schedule changes to the center’s calendar.  Monthly flyers are available for all upcoming events.

Yusef with Code Compliance has noticed an increase in trailers in the community. Trailers must be stored on the side or back of home, screened with a 6 ft solid fence (wall, hedge, etc) only to comply with city rules. Roosters and chickens have been spotted in the park. Animal services will not pick up these wandering animals. Assistance is needed in locating owners to help resolve roaming animals.

Councilmember Kathleen Beckman was available to inform everyone the city’s Strategic Plan was passed. Continuity of Care (COC) literature was provided regarding resources to help prevent evictions and homelessness. Copies of new playground information and designs were provided with an estimated completion of 9-10 months. Coachman Park grand opening will be June 28 with the addition of a new splash pad, playground and more.

Kathy Hamm, Clearwater Police Social Services Specialist was able to bring awareness to the community of services available. She is a mobile liaison for all, largely with our unhoused citizens to help navigate people with organizations or services needed to assist their situation. Meeting was called to order by President Reba Harrison at 7:05 p.m. Attendants signed attendance form.

A motion to approve the April 4, 2023, Association meeting minutes was made.

Ed presented the Treasurer report, collecting $7.50 for April 2023. Currently the total amount of funds donated is $1,712.69. Association fees are currently voluntary and are encouraged to at meetings.

City of Clearwater:

Lt. Wannos provided the monthly active calls report including: 0 robbery calls, 1 weapon violation, 1 Auto burglary call, 0 shots fired, 15 disturbance calls, 3 drug cases, 0 residential/ commercial burglary and 33 traffic stops. CSX homeless initiative was postponed. Officer Hoxie was to give an update of the area behind Woodlawn Trail Apartments. The area was cleaned up with partnership Code enforcement and Kathy Hamm. Cops and Kids dodgeball game will be at Ross Norton 5/19 5:30pm.

Yusef, Code Enforcement would like more people to assist in keeping the community clean by helping to pick up trash. Earth Day Clean-up was a success collecting a total of 310lbs in trash. As a reminder: trailers are only allowed in the back or the side of an owner’s property, unless with a city permit.

Ross Norton’s Supervisor Maleah, Aquatic Specialist Wayne & Recreation Specialist Ural were available to provide updates regarding the center. The new playground will be free to all and will require a signed waiver for use during its select hours of operation. More information to be provided regarding the new playground/ mini pitch. The pool will reopen on 5/27. Swim lessons will be available, and the center will host an upcoming pool party on 6/10.

Christina Mendoza with Forward Pinellas shared the purpose of the Advantage Alt 19 Project and was able to gather suggestions from residents on how the use of the road, surrounding land and businesses should be used in the future. All are eligible.

The lake clean-up hosted by Clearwater Aquarium will be moved to the second Saturday (5/13)

Local Horseshoe Club member recently inducted into Florida Hall of fame.

A suggestion for signage to make the neighborhood more aware of monthly meetings was presented.

Meeting was called to order at 7:08 p.m. Attendees signed attendance form. Total attendance: 11.

A motion to approve March 2023 minutes was made. The motion to accept minutes was approved by attendees. 

Ed Thiebe presented the Treasurer report. $34.00 was collected in March. The current total is $1,705.  Association fees are currently voluntary and are encouraged to contribute at meetings. 

City of Clearwater:

Lt. Wannos provided the monthly active calls report including: 0 - robbery, weapon, and burglary calls. 1 shots fired call, 4 drug related calls, 16 disturbance (minor/non-escalated) calls and 46 traffic stops.  CSX, Clearwater Police Department and the Pinellas County Sheriff Department is partnering to address unhoused individuals with trespassing warnings, if in violation. City of Clearwater’s Kathy Hamm will be available to offer services to those being asked to move. 

Officer Hoxie shared a new initiative along with the handouts titled City Talk. They are available every quarter. Segments included 4 new officers, home camera registry for non-Ring devices to be included in a comprehensive network for neighborhoods and more.

Yousef Tourey of Code Compliance was very pleased with the neighborhood and its active participants taking care of the community. 

Ross Norton’s David Spielvogel and Ural Robinson were available to provide new info on the upcoming new playground and area to be built in the former skate park. They also discussed upcoming programs and the opening of the pool schedule.

May 27th 1-9pm. May 30th – August 6th *Mon-Thurs 1-7pm; Fri -Sun 1-5pm. Select Holidays 1-5pm.
Fall season begins: August 7th will be available Sat & Sun 1-5pm weekly.
$10 Swimming lessons (8 sessions included - all ages welcome) levels 1-3
Ross Norton offers a swimming team
They are interested in including more youth programing as well as senior and adult programs. Complete upcoming events were handed out and are available in the lobby. 

Christina with Forward Pinellas presented information on what the Advantage Alt 19 project is about and discussed with neighbors what they feel would be important to this community and near its busy roadway.

Meeting was called to order at 7:05 p.m. Attendees signed attendance form. Total in attendance: 20.

A motion to approve February 2023 was made. The motion to accept minutes was approved by

attendees.

Ed Thiebe presented the Treasurer report. $20 was collected in February. Association fees are currently

voluntary and are encouraged to contribute at meetings.


City of Clearwater:

Lt. Wannos provided the monthly call report for this community including 0 auto and 2 residential

burglary calls. 5 calls for shots fired. 3 Drug related calls. The Problem Response Team are increasing

more stops and the department will notify Code Compliance of unhoused camps. Officer Hoxie provided

a correction for our neighborhood parks hours to 6:00am-9:00pm. *Upcoming Dates: 3/10/23- District 3

Substation Grand Opening. 3/11/23 - “Cookies with Cop.” 4/15/23 Charity softball game @ BayCare

Ballpark.

Yusef Tourey, Code Compliance reports the neighborhood issues were low and appreciates the support

of community residents. If a compliance occurs, it is important for the resident to communicate to help

resolve the issue.

Maleah Hinkle and Ural Robinson with Ross Norton communicated Ross Norton and N. Greenwood

recreation will have a joint event soon. Skills & Drills are on Tuesdays for ages 8-11 & 11-17. The track

team is currently full; next track meet will be at Dunedin High. Spring Break camp at the center will be

held 3/13/23 - 3/17/23.


Bylaws were voted and approved with Article III, Section B to remove “organized activity” and Article IX,

Section A to include “Annually.”

Neighborhood Day is 03/25 9:30am -12:30pm with the unveiling of the pier’s plaque.

Open forum for residents was available for announcements, suggestions and questions including trash

can placement, increased water bird injuries, Do Not Feed signs for lake, Children at Play signs in

neighborhood and for bathrooms to be open more often.

Free Trolley- Park & Ride at former City Hall. Horseshoe Club Tournament 3/25 at Ed Wright Park.

Lake Clean-up 3/11 9am - 11am.

Neighborhood resident and board member introductions were held along with a 2022 recap the

Association and community have been involved in.

Ed Thiebe presented the Treasurer report. $85 were collected in January. Association fees are currently

voluntary and are encouraged to contribute at meetings.


City of Clearwater:

Lt. Wannos provided the monthly call report for this community including 1 auto and 1 residential

burglary call. 2 calls for shots fired (1 resulting in a false report). 8 Drug related calls. Total of 104 traffic

stops here and surrounding area for the month.

Maleah Hinkle of Ross Norton Recreation provided info on the first track meet having a total of 35 kids

from Ross Norton to participate. Skills & Drills program has begun. Men’s Basketball 40+ League starts

soon. The center’s After School program will be hosting an evening for Black History Month with existing

students and their families. Comic Con will be hosted at the center 03/03/2023. Summer Camp

Registration at Ross Norton will be 03/23/2023.

Sam Moullet, Neighborhood Services Manager has 3 more liaisons added to the team, introducing Erika

as the newest member. They will take feedback from communities and be the liaison with city officials.

Art Kader of City of Clearwater Parks & Recreation presented the updated wording on the pier’s new

plaque. A canoe launch was approved at the lake. Ross Norton’s skate park will soon be replaced with

grass. A new mini court and rubberized-surface playground to be installed before August 2023.

Christina Mendoza from Forward Pinellas provided a presentation with handouts regarding project

Advantage ALT 19. This involves the county’s transportation corridor Alt 19 (Missouri Ave traveling into

St Petersburg.) With the growth of the area, Forward Pinellas was available to educate the importance

of our feedback to ensure our communities are well connected to housing, job opportunities, reliable

transit, and enough funding for planning efforts to accommodate residents well into the year 2045 (To

Vote for Bylaws has been moved to March 7 th meeting. Bylaws were posted on our website

www.LakeBelleview.org.


City of Clearwater is offering a Human trafficking community information session with connection with

the Phillies. Tampa Bay is rated #3 in the U.S for human trafficking calls. More information to follow.

Lake Belleview is hosting Neighborhoods Day March 25, 2023, 9:30-12:30pm. Music, food, scavenger

hunt and dedication for newly built Pier.

Meeting was called to order at 7:00 p.m. Attendees signed attendance form.

Neighborhood resident and board member introductions were held along with a 2022 recap the Association and community have been involved in. 

December 2022 minutes were read aloud with a motion to approve by Vernice and a second by Lorraine. The motion to accept minutes was approved by attendees.

Ed Thiebe presented the Treasurer report for January 2023. Currently the total amount of funds donated is $1,566.19. Detailed total year balance was submitted for records. Association fees are currently voluntary and are encouraged to contribute at meetings.

 

City of Clearwater:

Lieutenant Wannos and Officer Hoxie was available to share neighborhood updates and upcoming events. The Police department’s CPR Team is actively targeting problematic issues. 2 drug calls, but one was in error. 2 calls for shots fired heard, but one resulted in as fireworks. Kids & Cops Kickball game announced for 1/6 6-8pm at Ross Norton’s Baseball Field.

Yusef Tourey indicated code violations have resumed back to business. The goal is to have voluntary compliance.

Maleah Hinkle of Ross Norton provided holiday closure dates. Skills & Drills program new date to be announced soon. Upcoming Comic Con will be hosted there 3/4/23 with a kick start event 1/26 “Star Gazing with Your Favorite Star Wars Characters”.

Vice Mayor Kathleen Beckman disclosed our City Manager will no longer be in office and vote to take place. The city’s Strategic Plan to be had and in February the plan will be prioritized. Parks & Recreation facilitator was hired; citizen engagement opportunities- feedback is welcomed. MLK Jr. Breakfast hosted at N. Greenwood Center. Any concerns of lack of streets or sidewalks please contact to ensure funds are available during budget in March. Future notice Paint Your Heart Out will take place in Oct. share with neighbors the opportunity.

Amended version of Bylaws were never truly voted on. A vote will take place in February’s meeting.

Reba presented a suggestion to collaborate with the Plumb House & Historical Society creating molded blocks or plates as way to commemorating those individuals contributed to the neighborhood.

A ribbon ceremony will be held to officially present the pier along with the dedication plaque.

The Community Alliance Team will continue to keep the neighborhood beautiful. It will consist of Warren Kirkland and Adarius Gardner joining the team.

Entrepreneur Academy from USF, intended for ages 14-18 to be followed up.

Discussions for meeting times and/or additional dates were brought up.

Lorraine spoke giving the announcement of long time Lake Belleview member Ruby Jackson’s passing. A moment of silence was given in her behalf. 

A motion to approve the November 2022 Association Meeting minutes was made. The motion to accept minutes was approved by attendees. 

Ed Thiebe presented the Treasurer report for November 2022. Currently the total amount of funds donated is $1,563.19. Association fees are currently voluntary and are encouraged to contribute at meetings. 


City of Clearwater:

Officer Hoxie shared past and upcoming engagements the Clearwater Police Department is involved in. Some included the Bike Rodeo on Dec. 13th along with taking an incentive program for youth to the Bucs game as a reward for good grades and behavior. 

Yousef Tourey, Code Enforcement is aware that during the holiday season some minor violations may increase, but to please be patient and understanding in resolving matters during the holidays. To keep the neighborhood beautiful, he urged the need of more assistance from the community. Over 300lbs were collected in last month’s The Big Clean Up in our neighborhood.

Ross Norton’s Maleah Hinkle congratulated Ural Robinson’s promotion as the center’s newest Recreation Specialist. Upcoming events include the Lake Belleview Holiday Party and Jolley Trolley rides. Skills and Drills program to resume in 2023. 


“Lake Belleview Community Pier - Honoring the men and women who have helped shape, protect and expand our community for all to enjoy” was approved by Brian and seconded by Reba. A motion to accept the name of the new pier was approved by attendees. 

The annual board member elections took place. President, Reba Harrison; Vice President, Betsy Putterman; Treasurer, Ed Thiebe; Secretary, Marissa Simmons. 

Ed reminded neighbors of the upcoming holiday party at Ross Norton. 2023 Birds of the Belle Calendar (2nd Edition) was created with photographer Joel in efforts to help keep Lake Belleview beautiful. A state environmental group will gather info on the inventory of fish currently in the lake.

City of Clearwater:

Lieutenant Wannos stated City of Clearwater Police Department’s Bike Team confirmed a homeless camp on Pinellas Trail (north of Belleview) was removed. The city is aware and is actively investigating and monitoring the homes that have been continuously reported of drug activity in this neighborhood.

Maleah Hinkle of Ross Norton Recreation reminded neighbors of current opportunities we can look forward to in the center and current event flyers are also located in the lobby.

Vice Mayor Kathleen Beckman was available to share information on the Downtown Bluff Development Proposal and Referendum. PowerPoint of presentation can also be located on myclearwater.com.

 

Proposal for naming the upcoming dock at the lake with plaque will be discussed in next meeting.

Miranda Douglas will take lead along the Artist Kumpa Tawornprom to aid in repainting our 2-year-old mural located on MLK and Woodlawn. Paint supplies, snacks, and music to be provided.

 

Ed provided the upcoming events in our community:

The Big City Clean Up – Meeting at MLK and Woodlawn on November 12, 2022 9am-11am.

“Good for Gather” Community Dinner – Ross Norton Recreation Center November 15, 2022, 6pm – 8pm

Holiday Celebration – Ross Norton Recreation Center on December 12, 2022, 5:30pm-7:30pm

Paint Your Heart Out Clearwater was performed throughout the city October 29th and was a success!

 

Samantha Moullett needs a visual of locations more dog waste bag receptacles are needed along the lake for submission to the City of Clearwater.

Meeting was called to order at 7:00 p.m. by Dagmar Ortiz, President. Attendants signed attendance form.

A motion to approve the August 2022 Association meeting minutes was made by Vernice and seconded by Warren. The motion to accept minutes was approved by attendees.

Ed Thiebe presented the Treasurer report for August 2022. Currently the total amount of funds donated is $1,533.19. Association fees are currently voluntary and are encouraged to contribute at meetings.

 

City of Clearwater:

Lieutenant Wannos presented with Sergeant Mahoney. The police department is currently having their team remedy a drug issue presented in a previous meeting. Trucks have been permitted continuous use of Queen Street. The bike patrol reported no signs transient issues previously presented on trail and park. The police department is available for animal retrieval after 5pm as long as the animal is contained. A resident provided information of recent gun shots and a discussion followed of being alert.

Dagmar provided an update from Sam Moulett. One day closure of MLK & Woodlawn will take place for mural repainting and are in need of volunteers. Dog waste containers were installed- please bring plastic bags to continue success.

Ross Norton Recreation’s Maleah Hinkle reported the fitness center is still closed due to the location serves as a shelter for residents and service animals during emergencies. Free basketball program “Skills & Drills” will be for kids. “Sweet Swap” is a project accepting left over Halloween candy to send to our service members overseas from 11/01 -11/07. Newsletters are available in the lobby and is always open for suggestions.

 

A vote was taken and majority ruled to name the upcoming pier as a collective of persons to honor multiple residents instead. A formal decision on how to name the pier will be agreed at next meeting for submission to City of Clearwater.

Suggestions for the lake were given including a lily pad launch with enough space for canoes & boats, a rinse off location, water levels, a fountain, baffles to avoid trash in lake, installation of a bridge and the Restore Lake Belleview petition to help support in preserving the lake.

Arwen will be building out a notification list with residents’ email address. Recommendations for a fundraiser to build funds for mail notifications were discussed. Reba has volunteered to help coordinate.

Ed discussed upcoming events within the community:

Citywide The Big Clean Up will meet at substation November 12th 9-11am walking throughout neighborhood with City of Clearwater in groups.

Gather for Good Community Dinner will be November 15th 6-8pm as a holiday celebration with food, music, and entertainment.

Meeting was called to order at 7:00 p.m. by Dagmar Ortiz, President. Attendants signed attendance form.

Arwen Goodwin, Communication Committee relayed the information of the passing of Lake Belleview’s long time advocate Duke Tieman and a moment of silence was given. Volunteer opportunities within the Neighborhood Association were presented and residents are encouraged to contact the committee.

A motion to approve the August 2022 Association meeting minutes was made and the motion to accept minutes was approved by attendees.

Ed Thiebe presented the Treasurer report for August 2022. Currently the total amount of funds donated is $1,555.00. Association fees are currently voluntary and are encouraged to at meetings.

 

City of Clearwater:

Officer Brian Hoxie shared about previous community day “Cookies with Rookies” along with the upcoming meet & greet and Bike Safety Rodeo.

Lieutenant Stephen Wannos provided monthly statistics with handouts including 2 burglaries with no significant crime patterns.

Complaints of businesses with trucks interfering with traffic safety on Queen Street were received and to be looked into. Police department’s Bike team to patrol trail and park to increase safety. Better lighting request to be submitted to higher chain of command.

Vice Mayor Kathleen Beckman, shared that the ARPA funding to the city have been accounted for. Election in November will include the referendum for the Bluff in downtown. Paint Your Heart will begin soon. A host of events taking place within the city was shared along with a monthly newsletter.

Yusef Tourey, Code Enforcement stated the neighborhood is improving, but trash is increasing.

Maleah Hinkle, Ross Norton Recreation is looking forward to including pool activities available during off season. The center is looking into providing programs to coordinate with homeschooled students. Gym has new lighting and new floor are expected to follow soon. Afterschool program, youth basketball league, pickleball as well as many other opportunities are available in center to the community.

Art Kader with Parks and Recreations provided City Council news of the approval for the return of the fishing pier. Construction will begin soon. A request for the pier to be named must be submitted and discussed at the Parks and Recreation Board meeting.             

Ed Wright Park and Norton Park area are the subject for discussion within the next two months to include the skate park, possible playground relocation and a “Mini Pitch System” (Multi-use location).

Betsy, provided the Bylaws regarding Fiscal Responsibilities (Article 6). An approval was agreed with funds to now be reviewed quarterly instead of annually.

Gather for Good dinner will be held Tuesday, November 15th more information to follow.

Betsy Putterman, Vice President, presented the Treasurer report for June 2022. Currently the total amount of funds donated is $1.555.00. Association fees are currently voluntary and are encouraged to at meetings.

 

City of Clearwater:

Brian provided the city update from Clearwater’s Vice-Mayor Kathleen Beckman along with handouts attendees. American Recovery Plan Act (ARPA) fund allocations and Bluff Development agreement vote to take place August 4th. City of Clearwater website was updated and needs feedback for continuous improvement. Paint Your Heart Out Clearwater is celebrating 30 years of painting eligible homes. Submissions for you or someone you may know that qualify should email pyhocpaintmyhouse@gmail.com with name, address, and phone number. Selected homeowners will have the exterior of their home painted on Oct 22, 2022.

Yusef Tourey, Code Enforcement shared updates for submitting violations. Effective June 1, 2022, Name and address will be required when reporting a violation, unless violation poses immediate threat to public health, safety, welfare, or imminent destruction.

Maleah Hinkle, Ross Norton Recreation’s Supervisor introduced herself and discussed the successful Back to School Bash hosted on June 29th with over 400 kids attending. Upcoming programs include indoor flag football, 40+ Basketball and Senior basketball (55+) to name a few. The pool is subject to have an extended season with diving board to be reinstalled or alternative option in its place. Recreation center will be using the Remind App for families and homeschooling class availabilities at center in discussions.

Samantha Moullet, Neighborhood Services Manager introduced herself as a liaison with residents and city officials. She shared the news of a negotiations for a new pier to be constructed at the end of the year at Lake Belleview. A Request for Proposal (RFP) for Affordable housing in discussions as a 24-unit homeownership project in the lot located near Norton Apartments. Coffee with a Cop Program is offered monthly.  She will investigate request for fish being stocked in lake. Better lighting, dog poop bags and trash bin availabilities along trail. As well as pedestrian lights when crossing MLK at Kingsley Ave and South St. Mural repainting to be coordinated with artist. Lakeview’s sidewalk bridge was suggested to be repainted with possible neighborhood volunteer opportunities.

Dagmar was able provide update regarding the Plumb House to be renovated and will serve as the new home for Community Service Foundation (CSF). Porch will also serve as community engagement opportunities. Algae concerns in lake are currently being worked on.

Arwen Goodwin, Communication Committee gave a briefing regarding our neighborhood website and would love to gather stories from older and long-standing families in this neighborhood to spotlight them on the website. Noting our business cards have recently been distributed with Association information as well as our monthly meetings times are also located in Ross Norton Recreation’s flyers.

Chief of Police Dan Slaughter was the guest speaker for the meeting. He shared his background as a  police officer for 30 years and the city’s police Chief for 7 years.

The Liaison Program will be led by Officer Brian Hoxie and Officer Lauren Josey. They will provide a standardized report at each meeting and will include messages from the community.

The Chief noted a lot of growth in this community. Would like to replicate some of the positive programs North Greenwood community offers. They have sponsored programs through charity such as basketball but is open minded to contributing to this community as well.

Q&A with Chief Slaughter:

·         Loud noise and possible gun shots - Currently Clearwater noise ordinances are under a Subjective Standard, which gauges sound by what is too loud. A new noise ordinance will be implemented as an Objective standard, which will gauge scientifically with a decibel meter and can confidently issue a citation along with body camera to avoid less assumption.

·         Nightly safety escort service downtown- At this time it would not be feasible at a large scale for persons downtown. Chief did highlight we are statistically very low on violent crimes in Clearwater, with zero murders in 2020 and six in 2021 but encourages anyone to have buddy system when going places, you may feel uncomfortable.

·         Largo officers in City of Clearwater limits- Largo officers have certain circumstances they are allowed to come in city for investigations, not regular traffic enforcement. 

·         Increased loud and reckless driving on Woodlawn every Sunday residents felt police presence reduced activity- Park & Walk program has been reduced due to covid. But 

·         Youth programs- open to making investments

·         How can residents help remove drug activity near home – Share intelligence/Call dispatch center, which officers will monitor more. Regarding rental properties, they are willing to assist in contacting property owners to notify them of the activities taking place on their property as another means to remove drug activity.

·         Increased vehicle speeds on MLK –agreed to include more traffic attention on MLK

·         A suggested vandalism outreach program for youth “Clean Green” from California was brought to attention. He is willing to hear more about it and if it could be used in our city.

 

City of Clearwater representative introduced new Ross Norton Recreation’s new manager Maleah. Ross Norton is to have free programs including– flag football leagues, basketball leagues and possible soccer leagues.

Officer Brian Hoxie gave the neighborhood monthly crime statistics.  6 major incidents: 2 vehicle burglaries. 2 residential burglaries. 2 fraudulent activities. He spoke of the city’s initiative “Lock, Take, Secure”.

Lieutenant Dean received a promotion and will no longer be in patrol. Steve Sargeant Manos will be his replacement.

Meeting was called to order at 7 p.m. by Dagmar Ortiz. Attendants signed attendance form.

A motion to approve the April’s Association meeting minutes was made by Arwen and was seconded by Judy. The motion to accept minutes was approved by attendees.

Ed Thiebe presented the Treasurer report for April 2022. Currently the total amount of funds donated is 1,570. A special donation was contributed from Miranda Douglas, along with donations collected from others. Association fees are currently voluntary and are encouraged at meetings.

City of Clearwater:

Officer Brian Hoxie discussed the crime statistics: 2 major incidents, domestic (1) and fraud (1). He elaborated to everyone to be cautious of who you provide information, along with websites, email and mail. Activity alerts from Clearwater Police department can be found on Social media outlets Facebook, Instagram and Twitter. He will look into other outlets available for residents.

Yusef Touray, Code Enforcement, provided no new report. Trash pick-up has been consistent. Warren Kirkland was recognized as a consistent help in keeping the neighborhood clean and beautiful with hopes to see more residents follow.

Ross Norton Recreation & Aquatics Report was shared by Arwen Goodwin. Pool season hours were provided starting May 28th Mon to Fri 12-7pm, Sat & Sun 1-5pm & Holidays 1-5pm. Upcoming track meet. Flag football begins in June. Current Fitness Challenge: receive 2 punches in fitness challenge card for any physical activity performed at center or park in the morning and 1 punch for any physical activity performed at center or park in the afternoon. Participants are entered into raffle when card is filled. See front desk for more information to get started.

 

“Meet Your Neighbor” segment was presented by Vice President, Betsy Putterman. Paper & cards were provided to everyone to help introduce themselves to their surrounding neighbors. During segment suggestions were also provided to help increase awareness/ participation to meetings including help from the City of Clearwater.

Communications Report- Business cards were suggested to include neighborhood association’s website, contact person’s name & phone number as an additional way to invite neighbors to meetings and neighborhood information.

Ed Thiebe, Treasurer, provided the following updates: City of Clearwater hosted a cleanup/ painting project at Ed Wright Park on April 20th. Lake Beautification was on Earth Day, April 22. May’s monthly lake cleanup moved to May 14th at 9-11am. Recreation center will teach environmental planning to children. A Petition is to be presented to City Council for the need of storm drain filters to avoid more trash into our spring fed lake.

 

Throughout the meeting, neighbors shared their feelings and frustration regarding policing, residents and unwanted activity near there homes. Suggestions were stated to attend upcoming city council meetings and inviting Police department officials to neighborhood meetings. Doing so, should build a more trusting relationship with officers and help resolve neighborhood issues.

City of Clearwater:

Sergeant Michelle Mahoney, Clearwater Police introduced herself to the neighborhood. She provided details of 4 Stolen vehicles were recovered and 2 firearm related arrests in the area. Reminding everyone to lock your vehicle doors. Belmont Park closes at sunset and police are instructed to speak with persons and remove after hours.

Councilmember Kathleen Beckman addressed the City’s Budget is under review.. Budget will take effect 10/01/2022 and must be spent by 2028. The city was provided $22.5 million bonus money from the American Recovery Plan Act. Residents are needed to show up & provide what is important you so they can help allocate money.

City of Clearwater Strategic Plan is a plan that sets priority and goals for the city to address. Currently the plan is almost 10 years old is also under review as somethings are not included in current plan, such as environment. Residents can watch the Special Work session live on YouTube. Feedback/questions for this session can be emailed or presented at next council meeting.

Johnareus Young, Ross Norton Recreation Specialist, recognized & highlighted the help and success of Belmont Park. O.S.T. (Out of School Time) Program’s Freda Dixon is need of summer camp staff; minimum age is 16 years old to apply. Ural Robinson coordinating Sports with the 40+ League and Flag football league. Flag begins in June. Wayne Lindsey, Aquatics is also hiring lifeguards. Renovations to be completed soon as the Memorial Day will be the opening day for the pool. Johnareus Young coordinating Track Program (funded by CFY) is currently free to kids. Practice is once a week. Cross Country track to begin October 2022

Ross Norton to have a community event at least once a month- Need community’s input on events they would like to see in the community. Here are some suggestions: Free movie night, Free gym night, Free pool day, VBS, Free Horseshoes.

Bylaws were continued by Betsy Putterman - Legal Entity Article 3 & 4 regarding Board members / Committees’ duties, requirements and term limits were discussed. Both Articles were voted on and approved.

Arwen Goodwin, Communication committee, discussed creation of Association’s website: LakeBelleview.org to provide information electronically. A Neighbor Spotlight piece will be included on the website as a way to give recognition.  Andre Johnson to collaborate with Communication Committee. Resident notification preferences list was created. Alternative means to view meeting was discussed.

Ed Thiebe discussed Belmont Park’s reopening as a success and beautiful. Recognizing all those who contributed towards the outcome and participating on Neighborhood Day. Clearwater Marine hosting lake clean up on Saturday 9-11am. Meeting was called to order at 7pm by Dagmar Ortiz, Association President. Attendees signed and attendance form attached as Supplement No. 1.

An introduction of “Meet Your Neighbor” segment was established as way introduce neighbors to each other.

A motion to approve the January 4, 2022, Association meeting minutes was made by Kathleen Beckman and seconded by Georgia Clark. The motion to accept minutes was approved by attendees.

Ed Thiebe, Association Treasurer, presented the Treasurer report for January 4, 2022. Currently the total amount of funds donated is $1,161. $68 were collected at January’s meeting. Currently funds donated are voluntary. Bylaws are in the works to require dues to as a means to be voting member in the near future.

City of Clearwater:

Sergeant Wilson, Clearwater Police Department reported the following criminal activities, with 17 noise complaints as the biggest complaint for the month. 9 disturbance calls, 8 domestic disputes, 3 burglaries, 1 robbery, 2 shots fired, 5 thefts; all with no significant patterns occurred. Lakeview and MLK was monitored as requested and will continue to monitor for reckless drivers. No arrests made regarding 1544 S Myrtle parking lot concerns. An approved eviction was made regarding 549 Woodlawn and area was cleaned.  Resident complaint of constant trucks hindering street access on Queen Street to be reported.

Wayne, Ross Norton Aquatics Coordinator presented information regarding the pool is currently being resurfaced. It was mentioned the pool still has a heater but being used more at The Long Center. Ross Norton’s Pool will be extending its pool operations.

Corey Martin, Traffic Signal Supervisor for City of Clearwater Engineering and Traffic, reported annual sidewalk contract had changes and will focus on repairing and maintaining existing sidewalks first. Out of the city’s 365 miles of sidewalk, 30 miles are in poor condition. This area was previously surveyed, and the city is aware of the challenges to include adding new sidewalks. They will need residents’ consent and help to move forward with what is best for the area.

Councilmember Kathleen Beckman was available to provide information and updates in the city. Requests for electronic message board is in the works and will update us at next meeting. City Municipal elections for City council seats 4 & 5 are on March 15th with only one day available for in-person voting. Registration and mail in voting were highlighted. ParkMobile app offers half price parking for Clearwater residents to utilize downtown and the beach. The city Strategic Plan, guides priorities to the city officials on what is important to residents and needs input for updates. Possible new consultant for plan to be hired this spring. New position available on city website for Parks and Recreation advisory board. Green Print 2.0 was discussed along with a 7-year plan to offer a goal of 1,000 low- and moderate-income homes solar. Blues festival taking place on Clevland Street this Friday and Saturday. Volunteers are needed for Sugar Sand Festival on April 18. A resolution is being sent to the State of Florida to slow down speed and safety concerns on Drew Street. Clearwater 2045 for planning and development is still in the works (this is not the same as the city’s strategic plan.)

Bylaws were presented by Betsy and reconfirmed the spelling of the Association was established by the oldest document provided to the meeting as “Lake Belleview” listed on a 1922 map and stated a vote was made. Membership requirements were discussed, no vote was made.

Arwen Goodwin, Lake Belleview Association Communication Committee, presented the goals of the committee, to increase resident and business participation. Statistics will be needed by surveys as one of the ways to better assess the needs and concerns of the community. A neighborhood website was presented to keep all connected.

Ed provided information regarding Lake Belleview Clean-up every first Saturday 7-11am with equipment provided. Petition was presented to City council to consider a filter for the storm drain last year. A calendar is to be created with coordination with Audubon Society, Clearwater Marine and the Association to showcase the different bird species at Lake Belleview. Calendar will be presented to City Council as consideration for a storm drain filter. Belmont Park is on schedule with landscaping to be installed. Grand opening day will be in March, in hopes of Neighborhood Day March 26, 2022. Anticipated to be a community wide event.

The Historical Society has someone interested in the Plumb House with a new purpose in the location, along with renovation. More information to come.

Clearwater Lawn Bowling Club, located on Calumet St invited residents to participate. First 3 visits are free, they also host tournaments.  www.Clearwaterlawnbowling.org for more information.

Meeting was called to order to order at 7 p.m. by Dagmar Ortiz. Attendents signed attendance form.

A motion to approve the December 7, 2022, Association meeting minutes were made.

Ed Thiebe presented the Treasurer report. Currently the total amount of funds donated is 1,093. Association fees are currently voluntary and are encouraged to at meetings.

 

City of Clearwater:

Yusef Touray, Code Enforcement, provided an update on a repeat Code violation case. Case is prepared for Municipal Board hearing on January 7, 2022. Multiple attempts have been made to resolve, but violations continuously reappear.

Sergent Wilson, Clearwater Police Department discussed the crime statistics over the month in the Lake Belleview neighborhood. Concerns were raised regarding constant multiple unknown cars parking in residential parking lot at night until morning, littering and generating a safety concern. Clearwater Police Department to patrol and monitor location closely. Also, a request was posed for camera installation at the corner of Lakeview and MLK as a problematic location due to reckless drivers.

Johnareus Young, Ross Norton Recreation Specialist, presented informational handouts for current programing. Ross Norton is seeking community’s feedback to provide new programs and enhance daytime program availability, as Clearwater YMCA has closed. Your feedback is very important in keeping the recreation center thriving.

Punch Card System is a program to encourage physical activity at all levels. Participants earn punches to be entered into a monthly raffle for every card filled. Any activity performed at park, including Ed Wright Park (ex: walk around lake, outdoor fitness equipment, horseshoes, gym, skate park, tennis, …etc) will be counted. Two punches will be given before noon and one punch after. It is available to all community residents regardless of Rec card status during the center’s business hours.

 

Lauren Matzke, Planning and Development was not available. Betsy Putterman spoke on behalf with provided information. Traffic Engineering is scheduled to address upcoming sidewalk installation project(s) at our February 1st neighborhood meeting.

Art Kadar is the current point of contact for the construction of Belmont Park. He has stated work at park is on schedule. He hopes to have the field completed and fine graded in preparation of sod by the first week of February. Tree and landscaping to follow. Volunteer opportunities will be needed for installation of several shrubs and small ground cover plants. Park reopening date is anticipated in March.

Councilmember Kathleen Beckman provided information regarding the upcoming City council elections on March 15. Two seats are open for election. This year no walk-in early voting will be allowed. Voter will have the opportunity to vote on voting day or mail in ballot. Voting Precincts will be consolidated. Please visit City of Clearwater’s web page to locate your household’s voting location and familiarize yourself with any updates. New City Manager John Jennings has proposed to repair all backlogged sidewalks issues in 2-3 months. Clearwater Neighborhood Coalition (CNC) is requesting someone to represent the neighborhood via zoom. City manager is looking to fill multiple Neighborhood outreach positions. Bylaws were presented by Betsy to be reviewed as a collective in its entirety and anticipated to continue each meeting. Definitions, Article I and Article II were explained and motion to approve was agreed.


Historical facts with documents were shared and discussed to determine the correct spelling of the neighborhood. Oldest found document listed community as Lake Belleview.

City of Clearwater Council candidates: Miranda Douglas (seat 4) and Johnathan Wade (seat 5) made introductions to the community and their run for candidacy.

Lake update: Lake is being treated and improving. Lake is still in need of assistance. Clearwater Aquarium has continued to assist in the improvement of the lake’s improvement. The aquarium hosts a cleans up around the lake every first Saturday of every month from 9-11am. Volunteers are always welcome.
